Is there anything I can do to help this get some attention? I'm not much of a python programmer, but it'd be really helpful to have at least one mp3 tagging application supporting chapter markers.

FFMPEG supports mp3 chapter creation and modification. It's the only program I know of that does.

And it looks like that above mentioned branch and PR are lost.
