Readme doesn't tell me how to get a package

I clicked a link called How to get packages from. https://marmalade-repo.org/

It takes me to the readme for this repo.

The readme doesn't tell me how to get any packages.

Please assume this is my first day using emacs and I saw a video saying iy-go-to-char is a package available on marmalade.

I look in emacs menu for package install and that package is not in the list.

I google, come here and there is no simple instruction on what to do to use marmalade to get the package.

I go away sad :-(
