Connot modify config file

In ST3, I cannot seem to modify the config/keymap files. From Preference > Package Settings > ToHastebin, when I open one of the configs, it's empty and I cannot save it because it throws out an error saying that either config file or the keymap file does not exist. I have something else bound to shift+ctrl+c, so need to assign it another key.
