BluetoothLE: Scanning nearby user not working

There are 7 aarogya setu users near me and 2 of them are positive. All of us shared our data with govt. Yet, the app didn't informed any of us about nearby person. Ps: Bluetooth was on in all of our devices and we were almost 7ft near to each other. Still the app failed to inform any of us. Why is that?

Edit: even tried putting phones together, almost 10cm distance with each phone. Still failed to trigger
