Convert HRAM unit tests to system tests when HRAM simulation support is improved in the driver runtime

Description of issue

HRAM simulation support in driver runtime is deficient (tracked by internal bug 992370). Until simulation is improved, HRAM python bindings is tested via unit tests that mock runtime calls (#1350) and HRAM system tests are skipped. Once 992370 is fixed, unit tests should be deleted and HRAM system tests should be re-enabled.
