Get test result reporting working with PRs from forks

Instead of listing each individual test configuration in the required checks, we should list the "Test Results" check. However, this doesn't work for PRs from forks of the repo.

To make this work, we need to change the way that we run EnricoMi/publish-unit-test-result-action:
