Remove Python 3.8 support, as it is now EOL

The NI Driver ADE Support and Compatibility Policy (internal link, sorry), states that we support:

Major versions supported on python.org that are not EOL.

Per Status of Python versions 3.8 is EOL as of 2024-10-07. We can now remove support.
