Apply grid classes from tablet (not desktop)

Description

This PR updates our grid column styles to be applied at tablet width (641px) not desktop (769px)

If necessary, different grid behaviour for the tablet and desktop breakpoints can be applied using new classes. For example, you can make a column one-half on tablet but expand to two-thirds on desktop sized screens.
