We should not be setting a cookie until a user clicks "I'm ok with cookies".

Currently, we set a cookie by default during onload. In future, we may not be able to set a cookie until the user has interacted with our banner.

What's the current situation on this as of 2022? Is this solution safe to use for a project serving European customers and therefore subject to GDPR?
