Option l10n_mode ‘exclude’ not functioning correctly

The l10n_mode: 'exclude' option is not working as expected. Although the field is hidden and the data is correctly copied during the initial record creation, subsequent changes in the default language are not propagated to the translations. Additionally, the l10n_mode: 'exclude' option is not displayed in the TCA configuration for the respective field.
