Enhancement: Change draft comment label during review

Current: Button label is always "Start a review"

Better: Label as above for first comment in review, then "Add to review" (similar to web UI)

Side note: Don't think I've come across "draft" as a term used for review comments in the web UI; might make sense to avoid divergent terminology.
