global.fleet.clusterLabels not rendered in plain list items

I am experiencing the same issue. It also won't work with `"${ .ClusterLabels.LABEL }"` like mentioned in the [gitrepo structure](https://fleet.rancher.io/gitrepo-structure#reference) or with `"{{ .ClusterLabels }}"` like @gregsidelinger mentioned it [here](https://github.com/rancher/fleet/pull/671#discussion_r805181099).
