Set up Red Hat container certification testing pipeline

We need to configure automated testing for operator certification so that certification submission and monitoring can be automated and require minimal manual input. This ticket is for automating the preflight checks of the UBI containers (NGINX OSS, ngf control plane, operator)

Acceptance Criteria:

• Red Hat certification pipeline tool (preflight) installed on test runner
• Preflight automated tests execute successfully against UBI images
• Test results are captured and reportable
• Pipeline runs on main and release
