feat: reject attempts to build / deploy plus that do not contain all necessary arguments

It is currently possible to define contradictory options in the configuration file - for example, you can elect to build a plus (or download a plus image) image without providing the necessary certificates. This will silently fail.

Want a way to validate this as part of the kic-build / pull process.
