Stack references do not work when logged in locally

Describe the bug When you log into Pulumi doing pulumi login --local, the reference architecture cannot pull information cross project.

To Reproduce Steps to reproduce the behavior:

  1. Login locally pulumi login --local
  2. ./start_all.sh
  3. See the script fail to start up EKS because it can't get information from VPC.

@dekobon - with the move to the automation API, does this become moot?
