feat: check for docker / pulumi token before erroring out later in script

Describe the bug We should do this check up front, rather than waiting until the user hits the errors.

To Reproduce Steps to reproduce the behavior:

1. Deploy without docker installed.

2. Blows up at KIC pull.

3. Deploy without pulumi token

4. Blows up at first invocation of pulumi.

Expected behavior Check and inform the user how to fix.
