chore: convert BoS deployment code to use automation for kubeconfig deployments

Is your feature request related to a problem? Please describe. With the conversion of AWS, DO, and LKE deploys to the automation API we have a clean code path for those, but the kubeconfig deploys still require the use of the scripts and branching logic. We need to implement the automation API logic for these deploys and collapse the path.
