Attribute conflation changes building geometry

When attribute conflation runs on two datasets where, for example, the reference dataset has two adjoining buildings but the secondary dataset one has the one outline building, the output wrongly modifies the source data by creating a building relation that gets the tags from the secondary data instead of pushing that tag data to the two original buildings.
