MGCP TRD 4.5.1 COD (Delineation Known) Attribute - "Limits and Information Unknown" values changed to "0"

Describe the bug COD values for Land Areodromes are not preserved. These values are lost with Hootenanny import or export. COD="Limits and Information Unknown" changed to COD="0"

To Reproduce Top table shows data at Hootenanny import, botom table shows data exported with Hootenanny.

Expected behavior Preserve COD attribution.

Fixed in #5216 by changing the default value to 1000
