Add weighting to commands that make up a hoot job percent complete calculation

Currently, each command is weighted the same, but a conflate or upload changeset command can take several minutes while other commands in the workflow might only take a few seconds. This causes the job progress bar to hang at 49% and then jump to 100 right at the end.
