Extend address/phone number matching concepts to conflation other than poi/poly

See use of AddressScoreExtractor and PoiPolygonPhoneNumberScoreExtractor as examples. See this for examples of how to add new extractors to script conflators. Non-script conflators (highway, building, etc.) generally have an associated *Classifier class where extractors can be added, tested, and made a permanent part of the model if needed.

#3441 adds some address support to building conflation...it could maybe still be done better if implemented at the training phase instead.
