Refactor cucumber tests to reduce runtime

Many cucumber features rely on conflating datasets to exercise the functionality under test. Many of these features could be consolidated as different scenarios in a same feature, sharing a single conflation step.

The desired goal is to bring the jenkins job runtime under an hour.
