Tag checkboxes in alltags list persist for any layer in same hoot session.

If using copy/paste workflow for appending/overwriting tags b/w features, it appears that when you select a tag or set of tags from a feature(s), every single feature loaded into the map in the same hoot session will have same tags selected (if present). I don't know whether this will lead to any unintended consequences since copy/pasting tags is a fairly unique workflow but thought I would highlight just in case.

To reproduce issue, select any feature in a layer and check a set of tags. Find another feature and you'll see the same tagged checkbox persist. Also try loading a new layer and see if the tags happen to be present (if so check boxes will appear).

@brianhatchl I do not believe this should negatively impact anything but wanted to be certain.
