Add Imagery Analysis tools to map layers - brightness/contrast/colorize

Take the IA tools from GeoEvents that proxy through WMS requests and apply PIL imagery modifications to tweak change the brightness and contrast of images.

  • [ ] Pass them through a local proxy
  • [ ] Protect that proxy usage
  • [ ] Cache these images tiles (before and after they've been requested and edited)
  • [ ] Build a UI widget to add that layer and change it
  • [ ] Submit that layer back to the job for others to also use
