Build Process Models and Description for Help Page

We should have a "Recommended Processes" document section on the Help Page.

This should have a walk-through of how we recommended setting up operations centers or teams to support disaster operations (or other activities) that describes recommended roles, recommended workflow (to describe that you should have a QC person), and definitions of terminology.

We might add some sections on how we came up with these workflows, and why they are good.
