place a short description under each type of layer so that the user has a better understanding of each type of layer.

Should this be below each layer? When you click on a layer in the Edit screen, then information shows at the bottom left of the page that has a description if it was entered. I'm thinking this interface could be redesigned. Any suggestions how?.
