Read-only Workcell view

When a workcell has been certified complete, users can't go back into it. By creating a read-only view of workcells, we could let them go back into workcells to review work done.

Or, should certifying a workcell as complete just mark all the features within complete, but still allow new features to be added/worked as normal?

I updated this so that admins can go back in and see them for now.
