Beef up sample project w/ actual damage assessments

The sample project is set up here: https://github.com/ngageoint/geoq/tree/develop/geoq/core/fixtures/sample_projects

It is set up, but it needs some cells that are marked with damage assessments. I was hoping for as real as possible, so I didn't want to fill it with dummy data.

To populate -- start w/ a clean db, then load the fixture, execute damage assessments, then dump the fixture.
