Allow jobs to require additional data fields be collected

Provide additional data fields required by expanded group of users (e.g. IA). This feature should be configurable by the user that creates Projects, Jobs, and Work Cells [need to determine role name].

I'm thinking that when building a feature, fields could be entered on that feature using the JSON (and later a menu). Also, fields could be added on a job - and these would together be merged to dynamically build a menu of items on each feature to be filled out.
