Good news to those interested - giving this fix a try in #1029, let's see if it'll make it to v0.4.x or v0.5.x
@mstreuhofer works as designed. all manual configuration changes would _always_ be overridden by tf.

@Conor-Gilbert it can. currently we have limited cycles, so would you be able to add it here https://github.com/databrickslabs/terraform-provider-databricks/blob/master/mws/resource_customer_managed_key.go and test if it works as expected?
