Configure release-please to support "chores:" in changelog

Release please does not currently detect commits with "chore:" as a"releasable" chunk of work. Web3.storage recently configured release-please to detect chore ( see https://github.com/web3-storage/web3.storage/pull/1316 ) . We should do the same for nft.storage. reference https://github.com/google-github-actions/release-please-action#overriding-the-changelog-sections
