Create new Tier 1 rotation with Tier 2 escalation

As the SRE team gets spun up, we need to structure the new Tier 1 rotation around them, and carve out the Tier 2 rotation (likely what's just currently the T1 on-call for dotStorage + the process for escalating to NetOps). We should also add instructions to the internal on-call doc. #1743 covers the NetOps portion of this.

This should apply to both NFT.Storage and Web3.Storage.
