Buildout of updated designed stats page

• [ ] update existing /stats page to reflect changes in design (see figma)
• [ ] update header top nav to orange
• [ ] leave the "nft by the numbers" 4 metrics unchanged (colors were recently updated and order...design out of date)
• [ ] add sections "The Case for...", "Why it matters..." and add the copy to the CMS partials (to more easily edit copy)
• [ ] Update the section subtitle to be "The price of missing nfts (reference)" and hyperlink "reference" to lead to https://blog.nft.storage/posts/2022-04-04-missing-nfts
• [ ] adjust the NFTUp section per design
• [ ] ensure you remove the week over week change ( #2167
• [x] build out the new nftPort powered metrics ( queries / api integration being built out in #1963)

@jchris & @dchoi27 This is for buildout of the newly rethought nft.storage stats page. This originated during product meeting with JChris. Design for review forthcoming.

Page design stable enough to begin implementation. There may be a few changes to the metrics section layout, and still some final copy coming for existing sections.
