Epitope and non-epitope coloring for H1N1pdm NA broken

Currently, epitope (ep) and non-epitope (ne) coloring for H1N1pdm NA is broken:

This derives from the fact that we only specify auspice_config_h1n1pdm.json for both HA and NA and we don't have an epitope mask for NA epitope sites. To fix this we need smarter layering of configs ala #5 or to expand out additional configs for lineage x segment combinations.
