Info/help on nextstrain groups tied directly to login UI

Context
As discussed on a call today, to help users who are not using nextstrain groups understand what the login button is for, we'd like to somehow tie a link to a help/docs page explaining nextstrain groups directly to the login button.

Description
Stil TBDiscussed in this issue how this should look and work. Some ideas that have been floated are:

• making the docs/help link a part of the dialogue that pops up when you click "login" - worth noting that the code for this dialogue apparently lives somewhere in AWS and not in this repo
• making the docs/help link come up in a mini pop-up window when you hover over the login button
• adding a "?" symbol next to the login button that goes to the docs/help link

Thanks for making this @eharkins !

My personal view would be to have one sentence, maybe below the Nextstrain logo, which says something like "Nextstrain Groups allow teams to place their Nextstrain builds in the groups area of the website. Read more about this here" (with link to the docs).

Maybe we could even modify the logo a little bit, so it says Nextstrain Groups. I think all this would help to clarify to people this isn't some secret area of the website :)
