Link hover actions in measurements panel to tip radii changes in the tree

...some suggestions to enhance hovering by calling the updateTipRadii thunk:

• hovering over (raw) circles should highlight the corresponding tip in the tree.
• hovering over mean+sd lines/diamonds should highlight the corresponding tips in the tree.
• hovering over the category (the y-axis label) should highlight the corresponding tip in the tree if it's a reference sera.

@huddlej supports the idea of at least the first two suggestions above which would give the user a way to see where each measurement or group of measurements map in the tree. The suggestion to change the tree based on hover status of the grouping row is really interesting, too, but we might want to think about how that functionality intersects with #1819.
