Document azcopy configs and centralize azure configs

This PR updates the Azure docs

  1. For the new configs added via https://github.com/nextflow-io/nextflow/commit/3998a56b2b322f986e908b17ad41f8c2b52210a1

  2. Consolidate the azure advanced settings within the central Configuration docs which list all scopes.

Oh, I meant that currently the advanced settings for executors (in executor-specific doc) points to the Configuration page but the configs for azure were in the executor specific docs.

In this PR I've moved them to the central configuration page for all advanced settings for Azure as well.
