[help] Thread creation cooldown

Suggestion

A cooldown per user to prevent users from closing their "old" thread and opening a new immediately to ping the one with the roles or for reasons like "it was "dead" and "no one was helping" etc.

Upsides

• Prevents the reasons this is suggested
• Prevents duplication (threads with the same topic/error)
• Prevents unsolved or closed for no reason threads

Downsides

• The cooldown can be unfair for users that use threads correctly and genuinely got a new issue

I think something like, a max number of concurrent threads a user could have- would be useful. (#99 ok yes h)

To solve downside: Help Mods can be exempted from this, if a user really needs another thread, good thing we have a nice =transfer command
