Talk don't ask for "Enable location on android" if it's disable and you try to share a location from Talk.

Steps to reproduce

1. Disable location on android.
2. open talk
3. open conversation
4. touch on clip
5. touch on "share location".

Expected behaviour

At opening the window for the map, talk must inform that: "Android location isn't available".

Actual behaviour

Talk opens windows for location sharing, but the windows keeps "blinking" without showing anything on the map windows and not showing any error message.

Can reproduce. First i misread the issue and just disallowed location permission. But it's about turning off location on android. When location permission is allowed while location is turned off on android, the screen blinks..
