Import: Create new table from import

Trying to import data requires to create a new table already upfront. We should also offer an import directly in the frontend inside of the create table dialog.

Should be possible to implement this as a a frontend only change. The existing import components should be reused to be able to integrate https://github.com/nextcloud/tables/issues/833 more easily
