I see the same behavior with Nextcloud Hub 8, 29.0.4.
Don't know, when the issue started.
The "Tables" icon shows a empty "href" as link. I can open the app using the /index.php/apps/tables/ link.
Are you still experiencing this? Any chance perhaps you have the the Full Text Search app installed? It had a navigation problem that impacted other apps with just this sort of behavior.
