Tracking of promoted participant is lost, if force promote someone

Steps to reproduce

1. Be in a call as user 0, with user 1 speaking
2. Click on user 2 to promote him
3. Drop user 2 promoted view back

Expected behaviour

User 1 is promoted as speaking again

Actual behaviour

User 2 is seeing as promoted, while user 1 is speaking (with white frame)

Couldn't reproduce it locally, although was confirmed in a real call at NC28
