Make Admins able to change (and force) the default App Order
The default App Order can't be changed as of now, because it's hard coded. But users can thankfully change their app order in their personal settings thanks to #40844. Now it would be great if Admins can change the default App Order in the Administrator Settings and optionally make it to force the user to use the Admin defined App Order.

The default app order can be set by the admin since 28 I believe.
I'm not sure if we should allow admins to enforce the order for all users. Why would you need this? Why shouldn't the users be able to change the order, if they don't like the default order?

No it sadly can't, that's why I have opened this issue.
Also I agree with you that the user should be able to change the order (I wouldn't turn on that feature if it got implemented), but seeing that the Admins can also change if the user can use a custom design, it just makes sense to implement that option too. If you want to restrict it, then go for it, if you don't, then don't.

I think there is a missunderstanding. I know that we can change the default app in the admin settings, but we can't change the "Navigation Bar settings" aka. the "default app order" in the admin settings yet
That's the default app priority part
No it's not. It just sets the default app which is opened afer visiting the nextcloud instance. There you can set e.g. 1. Dashboard 2. Files. If a user doesn't have access to Dashboard then the Files app will be his default app. But I'm looking for a way where Admins can change the default app oder for users, not the default app
I do second this. The default app priority only change the landing page of the instance after login.
It's a priority list for the sole reason that an admin might restrict access to some apps to some users.

Otherwise, it would also be OK (for our use case) if all apps could be added into the "Global defaiult app" field, but that doesn´t work for now in versions 31/32.
Additionally it would be great if some apps could be moved into a "more apps" submenu per default (just like it's already the case now when there's not enough horizontal space). So that only some apps would be visible immediately. On instances with many installed apps were some are only useful to a small subgroup of users, this would help a lot with the app menu being more clear and less overwhelming to users.
