Upload/download resumption support

Hello I have some problem finishing uploading or downloading large files, especially when using VPN or Tor. I need to start over after uploading 200M if it fails. I expect to resume upload or download when the internet instability or disruption is over at where it stopped. It would be nice if there is delta sync support(only upload the changed part of the file).
