Add rector for automatic refactoring

• chore: Add rector tooling
  • We can maintain a rector.php file to then apply new changes in general rules with composer run rector
• style: Adapt to updated php-cs-fixer styles
• [ ] Aparently I updated psalm which detected more issues, maybe we skip that for now and handle separately, but not sure why dependabot did not bump
