allow comment in read-only mode

Is your feature request related to a problem? Please describe. It is problematic not to have the possibility to allow comments in read only mode if you want input from people without them being able to edit text

Describe the solution you'd like Sharing link to have an additional option "commenting only" on top of "allow editing", etc. when sharing collaborative rich documents
