Collabora Online opens publicly shared picture files with download hidden

Describe the bug When you share a picture (ie. png) using a public link with download disabled, it won't open in the viewer, but rather in Collabora Online. That's really annoying.

To Reproduce Steps to reproduce the behavior:

1. Upload a picture file (ie. png)
2. Create a sharing link
3. Disable the download option for the link
4. Open the sharing link
5. Watch as it loads the file in Collabora Online

Expected behavior The picture opening in the default viewer
