[Feature Request] Enhance anonymous polls to enable secret votes

Describe the goal you'd like to achieve

As a poll owner, i want to be able to set up "real" anonymous text polls that don't allow the owner to see the link between given votes and voters, because this would enable absolute secret votes like for elections.

This is valuable as some votes require to be secret in a meaning that only the "who" voted and "what" is to be known without giving the opportunity to link both information for the poll owner.

As a consequence such secret votes are only secret if the following options are considered as well (potentially in a follow up task):

1. exporting the results and making them "public" at the end of the vote would mean that the lists are separated between "who" voted and the final result
2. Once the voting has started the poll owner shall not be able to alter any option that might influence the poll anymore Possible exceptions are:
   1. end date and time
   2. description field

Add another opt in option that enables secret votes. This would publish the result data to separate lists of voters and votes.

Real anononymous polls are not possible with the current architecture. If we make it real anonymous, we need a higher trust level. At least the system administrator currently is able to gather information of who votes what. I have an election concept for real hidden elections in mind, but no time to realize that now.
