Shared Folders Do Not Work Properly

The use case is there is a system user named documents that shares everything with everybody. If a user adds one of the shared folders from the documents user to photos it displays some of the photos and then stops. Exiting and re-entering the photos app just shows blank thumbnails. If you add the same folder into photos as the actual documents user, then photos seems to work as expected.

1. Share a folder containing photos.
2. Have another user add that folder to photos.
3. Photos will not import correctly and going out and back into photos shows blank thumbnails.

The expected behavior is that users who add shared folders to photos should be able to view the photos just as the owner of the photos would.

I forgot to add that the photos app completely stops being functional. I had to click on Albums, refresh, then go to Photos settings in order to remove the folder from it (from the second user trying to use the shared folder).
