[Bug]: No longer able to add additional Photos to Album after creation

Bug description
This worked in the past, but does no longer since one of the latest updates (sadly can't tell which)
When you create an Album, you can add photos, but after that, you are no longer able to add more photos. You can only upload photos from the device using the file browser, but no longer add already existing photos from the Nextcloud
Steps to reproduce
- Create an Album
- Add images
- Try to add additional images
Expected behavior
An dialog option asking to add from the Nextcloud or local should appear

I've just noticed, that i can add images to Albums i created in the past, just not to new albums anymore.
An Album i created some time ago
This exact dialog no longer appears on newly created albums. When clicking on Add, the File Open dialog from the OS instantly appears, the second option to add new images from the gallery is gone.
I was able to further trace down the issue.
What i tested so far was creating the following Albums
"Test" --> Worked (Able to add images multiple times) "Test2" --> Worked "New Test" --> Doesn't work (not able to add images multiple times) "テスト" --> Doesn't work (not able to add images multiple times) "New_Test --> Worked --> renamed from "New_Test" to "New Test" --> Adding no longer works
Maybe an duplicate of #2378 ? I also can not upload images using the explorer, just tested
